Looks over this install once an hour without a model: computers on an older release, runner errors that point at a known problem, turns stopped by a usage limit on bots with no fallback model, bots stuck in setup, queued work that does not start, stuck task worktrees, a server or computer busy while idle. It wakes only when something new turns up. A problem in this install's setup becomes a task for BotOps with the fix; a Tico bug becomes one support ticket with the redacted diagnostics bundle, and a message on that ticket when it happens again.
