Goal Manager

Steward of every KPI. It computes each one on its cadence, posts the reading with its evidence, and says when data is stale or missing instead of guessing. Goals get their colour from their KPIs, pace and deadline; a colour a human set stays theirs. When a KPI slips it asks the goal's owner what is happening and records the answer. It flags vague, duplicate and unmeasured goals, and every change to a definition or a target is a proposal the owner confirms.
